Water polo has undergone radical change since the National League - originally the Premier Invitation League - staged its first matches in 1963. The following articles are reproduced from the book published in 2002 to mark the 40th anniversary of the National Water Polo League.
‘Super League’ Prepares For Lift Off
The Beatles had just released their first UK album, Please Please Me. American astronaut John Glenn orbited the Earth three times in Friendship 7. And, of course there was THE big event of 1962 – formation of the National Water Polo League.
Since then, thousands of players, referees and supporters up and down the country have had good reason to applaud the foresight and pioneering spirit of the founders. For pioneers they were. Forty years ago, there were virtually no motorways in the UK. The English game was polarised to a great extent in regions, the only contact in many cases arising through the occasional ASA Club Championship match or the County Championship.
Therefore, the coming together of eight teams to establish a nationwide competition to be played on a home and away basis was a huge step forward.

It meant, for example, clubs from the capital looking beyond the comparative comfort of London League competition and accepting an annual trial by ordeal in Birkenhead’s dreaded unheated New Ferry open air pool (more of that later!). A trip to distant Sheffield for Weston-super-Mare had to be undertaken by train because the journey up country on A-roads would have been far too arduous. And of course, there was the formidable prospect for all teams of playing in front of a packed house at Cheltenham’s “Fortress Alstone”.

At the time, David Taylor – local butcher and a perpetual motion midbath player for England and Great Britain – was Cheltenham’s secretary. He wrote to a number of leading clubs to gauge interest. Draft rules were written, including a suggested annual membership fee per club of 7s 6d (37 1/2p) – soon to be raised to a more realistic £5 (which subsequently ensured a profit of £14 13s 1d in the first full season)!
The response was sufficiently encouraging for an exploratory meeting to be convened prior to Sutton & Cheam’s popular annual tournament. It took place on 14 April 1962 at the home of Mr and Mrs Charles Thurley, parents of Charlie Thurley, for many years Sutton’s National League secretary, coach and inspiration and, of course, a formidable centre-forward in the league’s early seasons.
David Taylor wasn’t there. Many people still worked a five-and-a-half day week in 1962 and he was shop-bound on a Saturday morning. So Phil Jones went as the Cheltenham representative. Other clubs present were Sutton, Polytechnic and Otter. “I was more or less told that I would be secretary,” says Phil, who remained in the post until 1975.
Penguin did not attend – “the general feeling is that the benefit that the club would obtain from the league would not warrant the extra expense involved,” according to the Minutes. York City were approached and declined entry. However, the new league was soon creating a great deal of interest. Even Penguin had a change of heart. Following a players’ meeting, the club applied to join in October 1962.
It was too late. So was a subsequent application from Wales on behalf of Newport Olympic. By now, the eight teams had committed themselves to English water polo’s bold new venture. When the first annual meeting was held at The Plough Hotel, Cheltenham, on 1 December 1962, the eight teams sent 22 delegates. Among them were Allan “Mugs” Murray, the GB international from Birkenhead who 40 years on is still his club’s secretary; Neil May and Peter Pass, of Polytechnic; Duncan Kemp and Peter Stevens (Otter); Olympic pentathlete Tom Hudson (Sheffield Dolphins); the late Maurice Skerman, a wonderful goalkeeper for Sutton & Cheam and GB; plus Weston-super-Mare representatives Jim Tancock, who was another outstanding international, and current National League general secretary Chris Ducker.
Eric Kimber, of Otter, who was elected chairman after a contest with Great Britain team manager Ted Wright, of Birkenhead, declared: “Our task is a very important one. We are here to launch what we all hope will one day be the major league in this country. We have to be very careful with the rules we set up and must go in wholeheartedly and stick by what we say today.”
Phil Jones told the meeting: “The league . . . will enable clubs to play a competitive game throughout the country, one which will stimulate interest and increase gates to bring much-needed money into the sport.”
It was not all plain sailing. Not everyone supported the idea. In the north, the influential Doug Scales, of Southport, was soon arguing that the competition had “ruined English water polo” by reducing clubs’ commitment to their traditional local leagues.
There was also the matter of the league’s title. Early attempt to call it The Water Polo League (as in The Football League), The English Water Polo League, British Water Polo League or any similar name were firmly resisted by the ASA. The first annual meeting was actually called under the provisional title of English Water Polo League – with the compromise name of Premier Invitation Water Polo League substituted shortly afterwards.
Eric Kimber was to prove an excellent chairman and a key figure in helping the league through its challenging early days. The ASA headquarters were then in London and he held several private meetings with secretary Harold Fern to smooth over certain political difficulties. The two men agreed, for example, that the league needed to be affiliated to the ASA, but to do it through one of the districts. The West was chosen – “on the basis,” suggests Phil Jones, “that there might not have been such a good reception elsewhere!”
Whatever the arguments, the new league was ready for the off. On 5 April 1963, the first-ever match was staged (just in any case anyone wondered, the photo above is not from this match but from a very early version of the sport in Victorian times!). The result: Birmingham & District League 3 Otter 5. The referee was Peter Churchley.

'FRIENDLY' START - BUT REFS TAKE A BASHING
Who'd be a ref? It’s a tough enough job these days. But imagine what it was like in 1963 when you were on your own, there were large and knowledgeable crowds breathing down your neck at places like Cheltenham, Walsall and Weston-super-mare and, at most venues, shallow ends were the norm.
It has to be said that the league’s rules didn’t exactly help matters in the first year by decreeing it would be “the duty of the HOME CLUB” to provide a water polo referee and timekeeper.” The rule added: “The referee must be on the national or district referees list and from a neutral club.”
Did it work? Not a chance. This was a typical reaction after a lively Birkenhead v Birmingham & District League encounter: “Last Saturday, the referee never made a decision. He had the ball out for a neutral throw a couple of dozen times and even when a major foul was obviously committed by either side, he sent both men out. Frankly, he was not up to the standard required to handle these games and in my humble opinion completely ruined this one.”
After another match, Sutton complained: “Last Saturday we travelled nearly 190 miles by car to play Sheffield Dolphins at a cost of approximately £18, which is the cheapest possible way. This was a long journey and a lot of money to play a game completely spoilt by a hopeless referee. He obviously intended the game to change from water polo to a blood bath . . . and did not know the rules.”
What needs to be understood is that the first season was very much of an experimental nature and the eight teams had merely agreed to play each other “home and away on a friendly basis.” Of course, we all know that water polo doesn’t work out like that! So, for 1964, a panel of 17 referees was appointed – men like Stan Armitage, Les Baldwin, Peter Churchley, Bill Dodds, Dickie Laundon, Nobby Neivens, Don Newbold and Wally Rowse. Even then, the situation wasn’t perfect, as illustrated by this comment from an independent observer:
“I can say that I have never seen a more weak, ineffectual, completely helpless man on a bath side. He, in my opinion, does not know the rules. And those he does know, he does not carry out. His faults included standing at the four-metre line at one end and giving decisions on play at the other end.”
Cheltenham were clear winners in the first year, losing only one of their 14 games – 4-2 at Otter – and finishing three points clear of Birkenhead, who were the leading goal scorers with 103. Top individual marksmen were Brian Clark (Sheffield Dolphins), with 46, Dickie Mathews (Birkenhead) and Phil Messider (Polytechnic), both 41.
Water polo was undergoing much change at the time. The game had only just moved from two halves and seven-a-side to four quarters each of five minutes and squads of 11. But facilities in the UK hadn’t changed (a referee in 1967 complained the Leamington shallow end was just 3ft 4ins deep) and this was something that proved an increasing handicap to GB polo as the seasons went by. In his first annual report, league secretary Phil Jones commented: “It is encouraging to see that one club at least (Birkenhead) is making a genuine effort to improve their game by using a full-some open air pitch when possible. This the League should encourage and I would like to see other members making a similar effort to improve playing conditions.”
At the end of 1963, the committee took stock and decided to “consolidate” the league by not admitting any further clubs for the following season. That’s in spite of the fact that Sheffield had pulled out and there had been applications from North Devon club Ilfracombe, Midlands teams Walsall and Wednesbury and, once again, Newport Olympic. The possibility of forming a second division was already being mentioned at this stage. There was also debate about the need for a junior division. Interestingly, it was suggested that a better option would be an ASA-sponsored inter-district competition – exactly what happened some years later.
Otter and Polytechnic finished level on points at the top of the table in the 1964 season and it was agreed the title should be settled by a play-off. Poly won 4-3 at Crystal Palace, which was tough on Otter, who had scored more goals than their London rivals. Otter skipper Duncan Kemp recalls: “We had had a good season, winning the ASA Championship and, we believed, the league on goal average. I had told dear Eric Kimber to push through a goal average rule, but to no avail. It meant going into the play-off with an understrength team. So much for having officials in high places – too nice, you see.”
Incidentally, it was agreed that cost of pool hire for the play-off – all of £6 – should be split between the league and the two clubs.
The first couple of seasons were over. By now it was clear that the league, wholly self-financed, had begun to achieve its objectives of promoting water polo in this country and raising the competitive horizons of the teams involved.
How different life had become for a club like Cheltenham. As Phil Jones explained: “Before the National League came into being, we used to pay guarantees to clubs, mainly from London and the Midlands, to play us at Alstone. It might cost us £8 to bring a team by train from London, but we could reckon to take £80 on the gate – equivalent to a couple of thousands pounds these days, I suppose.
“Teams were happy to come on that basis, knowing that they would be very well entertained after the game. But with points at stake in the new league, there was a new edge to many more fixtures.”
Not everyone was happy. London clubs, in particular, detested the annual pilgrimage to Merseyside and the New Ferry pool. This was Polytechnic secretary Phil Shailer, writing to Birkenhead’s Allan Murray in 1963 to agree a date for their 1964 fixture:
“We are writing to confirm that we are playing you at your home bath on Saturday 9th May (we certainly hope this is not your outdoor pool!). For the return . . . we shall provide warm and pleasant swimming conditions at Seymour Hall Baths. Please note that we would prefer to give you the points at Birkenhead than to play in such freezing conditions in spite of the added attraction of a bathing beauty contest!”
After the opening season, Phil Jones said: “The first annual report will stand for many years as a record of the amount the members have achieved in laying a foundation upon which a new competition for our game is being built.”

BIRKENHEAD ARE CHAMPIONS – BY 0.016 OF A GOAL!
There are still those who regret the passing of the old home and away system of matches. It did more, they argue, to foster local interest. And it also encouraged better social contact between teams over sausage and chips and a pint or three at the pub just down the road.
Fair enough. However, the National League is a progressive organisation. So, since 1999, shared venues have been the norm in all divisions. This has meant better playing conditions (with full-size, deep water pitches now guaranteed in Division One), two refs on every occasion and general a more structured and meaningful competition.
It is surely no coincidence that British international water polo has been on the rise again after many years in the doldrums. The National League contribution to recent successes (qualification for the European Youth Championships, England seniors’ victory at the North Sea Tournament, plus a Commonwealth Tournament bronze) should not be underestimated.
The travel demand on teams of shared venues can be considerable. Ask Invicta, Newton Abbot or Newcastle. But, overall, clubs have it much easier these days. Driving from, say, Southampton to Southport, Watford to Warrington or Yeovil to York in the height of summer (it wasn’t until 1991 that the league first experimented with a winter season) was a mighty undertaking for one game. The programme was particularly tough in 1981 when Division Three contained 12 teams (22 games per club) at venues as far afield as Aberavon, Plymouth, Nottingham and Chester.
Two years earlier, Lancaster’s debut season in the league included a nice little 360-mile jaunt to Port of Plymouth for a Third Division game – a trip the players involved will never forget. The team boarded a mini bus at 8.30 am on a July Saturday. After 100 miles, a water hose burst, causing a 45-minute delay. Near Bristol, at about 2pm, the engine failed and the vehicle had to be pushed off the M5 to the nearest garage. After a series of phone calls, another mini bus was secured at an additional cost of £53 – but the players had to take a taxi into Bristol to pick it up.
Telephone calls to Plymouth (no mobiles in those days!) produced reassurances from the bath staff that the pool would be available after the scheduled 6.30pm start. However, when Lancaster arrived some 20 minutes late, a swimming gala was already in full swing and the match was called off. To rub salt in Lancaster’s wounds, the league subsequently awarded the points to Plymouth. Fortunately, Lancaster’s weekend wasn’t entirely wasted. They played at Bristol Central the next day (yes, these giants of the present day were then Division Three rivals) and won.
Poly’s play-off victory over Otter in 1964 prompted a change of rule, making goal difference the method of separating teams that finished level on points. This proved extremely significant the following season – because Birkenhead and Poly tied for top spot on 28 points. The title went to Birkenhead – by 0.016 of a goal!
For the Premier Invitation League (the change to National League was not sanctioned until 1970), 1965 was a key year. Liverpool, Penguin and Walsall were elected to playing membership and, with numerous clubs now knocking on the door, a ten-team Second Division was formed for 1966. Interestingly, potential new clubs were asked to accompany their applications with details of the measurements, depth etc of their home pools – and the 100 yards time of each registered player!
The Birmingham League withdrew its team at the end of the 1965 season having “done the job it set out to do three years ago, which was to raise the standard of water polo in the Midlands to a position where individual clubs felt themselves capable of entering the Premier League.” (Aston, Leamington Spa and Heath Town all joined the new Second Division).
York City were Second Division champions in the first season, but Beckenham failed to last the course. After cancelling four matches at short notice, the committee expunged the team’s record and suspended the club for two years. This draconian action was for “conducting itself in a manner contrary to the interests of this League by repeated infringement of its rules.” Sadly, Beckenham were never seen again. A player committing a major foul received a penalty point instead of an exclusion. And when three points had accrued against his team, a penalty throw was awarded to the opposition. That was fairly easy to follow until rival players were simultaneously penalised, raising the penalty point tally for each side to three. At that stage, the first penalty was taken at the goal nearest to the point where the fouls occurred. Then, irrespective of whether a goal was scored, the game stopped and everyone swam to the other end while the second penalty was taken. The match restarted with a neutral throw on half way. And people complain that the modern game is complicated!
The league continued its successful rise although, inevitably, the odd row surfaced. In 1968, Birkenhead requested that a very well know senior referee should not be appointed to their games on the grounds that: “The Birkenhead squad are . . . demoralised, disillusioned and disgusted at having the opposition, after the game, commiserating with us on the inexplicable whistle blowing and flag-gyrating performances of this particular referee.”
In more positive vein, the Sutton & Cheam v Walsall match was televised by the BBC on Grandstand. It went well – except that the yellow ball hardly showed up on screen! Next time, it was agreed, a red ball would be introduced. If only . . .
In 1969, Polytechnic began a dominant run that was to earn nine titles in 11 years. It is interesting that the merits of shared venues or tournament play were first mooted as far back as 1974 – 25 years before all three divisions finally embraced the system. The 1975 annual meeting featured a long debate on the subject, sparked by escalating costs. Teesside complained their travel bill for the season had rocketed – to £280.
Eventually, a working party was set up in 1979 to consider the practicalities of tournaments. A special general meeting that year in Leamington Spa rejected the idea. However, it never really went away. The need for better playing conditions persuaded a number of leading club to pool their resources in 1982 and stage matches at Wigan, Walsall and Crystal Palace. The experiment was repeated the following year at Palace, Cardiff and Varley Street, Manchester, and at Gurnell and Cardiff in 1985.
Fair enough. However, the National League is a progressive organisation. So, since 1999, shared venues have been the norm in all divisions. This has meant better playing conditions (with full-size, deep water pitches now guaranteed in Division One), two refs on every occasion and general a more structured and meaningful competition.
It is surely no coincidence that British international water polo has been on the rise again after many years in the doldrums. The National League contribution to recent successes (qualification for the European Youth Championships, England seniors’ victory at the North Sea Tournament, plus a Commonwealth Tournament bronze) should not be underestimated.
The travel demand on teams of shared venues can be considerable. Ask Invicta, Newton Abbot or Newcastle. But, overall, clubs have it much easier these days. Driving from, say, Southampton to Southport, Watford to Warrington or Yeovil to York in the height of summer (it wasn’t until 1991 that the league first experimented with a winter season) was a mighty undertaking for one game. The programme was particularly tough in 1981 when Division Three contained 12 teams (22 games per club) at venues as far afield as Aberavon, Plymouth, Nottingham and Chester.
Two years earlier, Lancaster’s debut season in the league included a nice little 360-mile jaunt to Port of Plymouth for a Third Division game – a trip the players involved will never forget. The team boarded a mini bus at 8.30 am on a July Saturday. After 100 miles, a water hose burst, causing a 45-minute delay. Near Bristol, at about 2pm, the engine failed and the vehicle had to be pushed off the M5 to the nearest garage. After a series of phone calls, another mini bus was secured at an additional cost of £53 – but the players had to take a taxi into Bristol to pick it up.
Telephone calls to Plymouth (no mobiles in those days!) produced reassurances from the bath staff that the pool would be available after the scheduled 6.30pm start. However, when Lancaster arrived some 20 minutes late, a swimming gala was already in full swing and the match was called off.
