LEN International Transfer Certificates & Whistleblower Policy
Any new player registering for Swim England, Swim Wales or Scottish Swimming who has played in the last three years for a club belonging to another LEN Federation MUST apply for a LEN International Transfer Certificate.
These certificates can be obtained in the following calendar windows:
1 January - 30 January
1 June - 30 September
A player is not registered as a member of their new club, nor allowed to compete for them, until the International Transfer Certificate has been received.

Whistleblower Policy
The BWPL Committee takes the governance of the League and sport seriously. We suspect that players have participated in past events without fulfilling the LEN ITC requirements. BWPL registration processes and those of Swim England cannot capture these potential breaches and have in the past relied on formal complaints to Swim England. While this process would achieve the right outcome it is time consuming and would inevitably result in distortions to BWPL Divisional results before a final decision was reached.
BWPL and Swim England have agreed a protocol which we hope will offer a simpler and more streamlined process to clubs wishing to raise complaints. The protocol will result in far quicker decisions with the intention of achieving an outcome within two weeks. The protocol does not affect a member’s usual rights to make a complaint under the Swim England Judicial Regulations if they choose to do so. Click here to see the protocol.
In creating this protocol both BWPL and Swim England hope BWPL Member clubs will be encouraged to fulfil any LEN ITC Transfers their players require.
This protocol is being trialled for the 2023-24 season and will be reviewed before becoming a permanent policy or being expanded to cover other leagues and competitions.
